Adding utility function to Looks token through the incentive fund for new NFT artists#22

Steps:
Create a fund to reward authors of new NFT collections (from project treasury).
Create a site on LOOKSRARE base, where each author can post his NFT collection for evaluation and voting by Looks token holders.
On this site Looks token holders vote for their favorite collection (staked tokens can also participate in the voting).
NFT collections that get the required number of votes can get a grant in Looks tokens, but, for e.g. 10% of the collection goes to the Looksrare fund, and is sold on the Looksrare website in an auction format, at first only to token holders, then to anyone who wants it.
ETH, earned from this auction, are distributed then between Looks stakers, as a regular reward.

Effect of the proposal:

1. It attracts new talented artists to the site, which is good for Looksrare.
2. Talented artists receive a fixed grant, it will allow them to develop and create new masterpieces.
3. Talented artists will receive extra attention or even publicity from Looksrare’s audience.
4. The Looks token will get an Utility feature: voting for your favorite collection.
5. Looks token holders will have an opportunity to be among the first to buy NFTs from a collection that the community liked and voted for.
6. Looks token holders will receive additional income in ETH from the sale of NFTs from collections that received a grant.

I do not consider all the technical details here, I just put an idea for discussion, probably it will attract an attention of the team.
